You would care a lot if you tried to operate next to someone running 
legal limit 5-10 kHz away from you. When I contest on 20M, I'm 
continually being yelled at by guys on so-called "nets" that are really 
group rag chews when I'm at least 5kHz away from them. It's their lousy 
RX, exposed by lab tests, that is the cause.
