Donald, I don't think anyone was speaking about computer fans.
We were talking about using fans in ham radio gear, such as for cooling the
heat sink on the back of the transceiver.

But for the computer, that is a good tip.  TNX.

Rather than going through all the mechanical/electrical changes to vary
speed of the fan, just download SpeedFan (see link below) and it will read
your computers fans, and you can control them.
