Being a New York Upstater I feel compelled to comment.  These so-called
business appreciated states based on taxes miss the boat from a citizen
perspective - quality of life, quality of education, health services covered
etc.  Most of the low tax states are the "Welfare states"   That is, those
states that mooch off the tax paying states for highways, federal subsidies,
etc. In most towns in NYS state citizens are starting businesses and
carrying out business because the entrepreneurs like living there and or use
the natural resources from there and, and this is a big one,  the citizens
are educated and skilled.  The system of colleges, tech schools, etc. are
supported by the taxpayers.  Yes, many industries folded as the off shoring
took place and also the moves to the south before then (many of those carpet
baggers then went to South American and then the Far East).  Big business
and multinationals will always shift their taxing location, but real
American entrepreneurs work from home for their communities.

The least friendly state for businesses  is:
New York's neighbor, New Jersey is the only state that has a more penalizing
tax system, coming in as the worst in the nation for business.  New Jersey
receives this title due to their uniformly high rates in most tax types. 
The state received poor ratings in corporate income tax, personal income
tax, and sales tax.

California is #49, that is right behind (or is that in front of?) New Jersey

Source: Tax Foundation. And the above is only the taxes paid by a business. 
Income taxes in New Jersey are the third highest in the nation. California
is the highest.

Or perhaps I misread the charts. Mild memory loss, language disorder on this
end.
