I remember years ago when I was in the electronic service business and 
Japan was just coming into the business, they made absolute JUNK! We 
technicians hated working on the junk. One of the main issues was the 
metal used for the chassis. We called it "pressed beer cans".  It was 
oily, almost impossible to solder to, a living hell to work with. 
Chinese make absolute JUNK. If any item has China stamped on it, I don't 
get it. Now years later Japan makes top of the line stuff. I suppose 
China will eventually do the same, but until then I want no part of 
their crap. If you think the metal is an issue, check into their food 
industry. You will stop eating!!! Tom N4RS

Correct in general, but there exceptions.
As long as you are purchasing significant quantities, you can demand and 
get good quality - if you have the right partner.The Chinese have this 
mindset that price is the deciding factor when selling to the west.

Basically you have to make them understand (up front) that you are going 
to negotiate quality with them as well as price. After you have returned 
a few lots of goods, they get the message and either break off the 
relationship or improve their quality.
