It does not shorten the dit.  From key closure, it delays it by ~17ms from 
start to finish.  Thus the dit continues to be completed.  When the key line 
(from the keyer) is released, it is about 20ms before the amp key line is 
released.  From that key release, about 13ms or so it starts lowering the 
generated RF. It takes about 5 or 6 ms to lower it to 0, using a raised 
cosine curve.  Then, within about 1 ms to 2 ms of the generated RF to have 
been lowered to 0, then the amp key line is released.

For customers who want to increase that time, the 318 amp keyer interface 
was created. It allows one to extend that amp key line release time as far 
as you want up to 2 seconds.   So, for fast QSK capable amps that you won't 
burn out their relays and you aren't bothered by the relay clatter, then the 
599 is fine.

If you are concerned with amp relay clatter or want to quiet the audio in 
receive time, or want 100% NON-QSK, then the 318 is the key.
