Cycle per Second is not a unit of measure,
it is a description.

Heinrich Cycle ?
Pierre Second ?

I suppose you could say that Second is
a unit of measure since it has a more fundamental
definition:

The second is the duration of 9 192 631 770 periods of
the radiation corresponding to the transition between the
two hyperfine levels of the ground state of the cesium 133 atom.

If we define that cesium thing as the Howard (just humor me),
1 kc is actually  9,192,631.77 Howards
