This would be the case had he not reported that this once worked properly and then failed. Changing resistor values is probably not going to correct for a component failure.

There is, I believe, a headphone driver chip that can be damaged by plugging in a mono connector into the phone jack. I would look here.

I have a spare front panel board that has this circuit so, if needed, a replacement is available.
