That's not what antenna modelling tells us. For example an 80m 
horizontal half-wave over average ground has over 7dB more loss at a 
height of 10ft than it does at 50ft, even though in both cases the 
maximum radiation is directly upwards. The difference is entirely down 
to the increased ground losses suffered by the lower antenna.

At 10ft the antenna is 14% efficient and at 50ft it is 74% efficient.
