Hi Lee, you are absolutely right about the 712. It will key the Oll as you have mentioned. I was hoping that someone would have some numbers to set up the levels initially.  For now I only plan on using 
PSK31 and just to check into a net once a week. Have not really got bitten by the digital modes yet?????
I will play with the levels on the Win sound card mixer, maybe that is all I need to do.

Andy,  I think the 712 has a built-in VOX like function.  That is...when
sound is being sent to the radio via the 712, that sound trips an
internal (in the 712) circuit that drives the PTT line to the
transmitter causing it to key into transmit mode.  For that to happen
the sound level needs to be sufficient trip the PTT.  You can do that
via Windows sound card mixer.  The 712 will appear as "USB AUDIO DEVICE"
or some such description.  Go into "PLAYBACK" settings and increase
audio level until the PTT keys, then a little more for good measure.
After that you can set the proper audio level for transmit on the Orion
as needed.    Going from memory here.  I used a 712 for a short time
several years back but I don't care for VOX operation on digital modes,
especially on PACTOR so I built my own interface using a serial port
with a little bit of hardware.  Much more positive control for me.   :-)
