[TenTec] Orion Power Out Issues

What's being used to measure output power? Measured using dummy load or ?? Enough mic gain to achieve blinking ALC led? What is the CW key-down power?

I have an Orion I.  Recently I traded with another ham and he reported that
he measured low output on all bands in SSB.  I am far from an Orion Tech but
I was wondering if anyone has experienced such issues with their Orion.
