without having the radio in front of me, and from what you described, it sounds like perhaps you have a failed PA transistor or two.
Could also be several other issues, too.
The low pass filters are switched in with a segment of the band switch, there are no relays in that rig to go bad.
The ssb might indicate that the finals (or drivers) have went and/or the bias circuit is acting up.
Operating with bad/missing/out of whack bias would cause the ‘almost out of tune’ condition.
