The place you check about Air Travel restrictions is the TSA fact 
sheets.  (Transportation Security Administration.) I just checked to be 
able to clarify this.

Yes, there is a ban on all electronics in carry on, except for one 
personal cell phone, for flights from Middle East at 10 specific 
airports in the Mid East. This includes cameras.

The restrictions include computers.

This ONLY applies to 10 airports ORIGINATING flights to USA from certain 
Middle East Airports.

The ten airports are AMM, CAI, IST, JED, RUH, KWI, CMN, DOH, DXB, and 
AUH.  If you don't recognize these airport codes, check the ICAO web 
pages.  (None are USA territory.)

There is NO restriction on personal electronics on outbound flights, or 
other international airports.
