[TenTec] Corsair II tuning

Likely the conversion scheme is different on 40. Instead of subtracting in a mixer of the PTO and crystal as it does on most bands, it adds on 40 so tuning goes the opposite direction.

The counter programming simply takes that into account and displays the correct frequency.
