I assume it works OK on receive…

The Scout is a pretty simple radio to follow. Your first step is to determine if there is significant RF at the input to the final amplifier.

It should be significant because, unlike many radio design, the driver for the final is not in the final amp module.

If you have an oscilloscope, it would be very useful for this.

Otherwise you can make an RF probe for a voltmeter using directions you can find via Google.

If you do have strong RF at this location, likely your MRF455 outputs are bad.
