Omni VI switch on problem..

Can anyone throw further light on this problem or pinpoint exactly where 
the capacitors referred to in one of the comments to the u-tube video 
are exactly?

Read somewhere the adhesive tape used to hold cables to chassis has RFI 
properties. Is this so and where can I procure or substitute?
