When transmitting on 10/12 do you see  the same current being drawn as
applicable for other bands?

The pwr / swr detection follows the bandpass filters. If it's not detecting
pwr voltage it will just push the power as set. Which will indeed confirm
some relay or something like that is not working. It could also be the
driver for the relais and I would recommend to measure that too.
