Well folks, i just want to thank all of the people that offered advice 
and suggestions as what may be the problem with my radio.
I am please to say that after the filter ( FL2 and FL3) change all is 
now well with the transceiver.

Puzzled as to why i was getting 12 watts out on tune but only 2.5watts 
on key down.

Then i read the down loaded manual, it seems that the P/O operated on 
QRP power, once i got to the point where i could adjust the power 
setting in the menu i now have a full 100watts out.

As a bonus the radio is now more sensitive having changed the RX filter 
(FL2?), from 110dBm to 125dBm on all bands.

So now i will attach it to my step-pir antenna (beam and vert) and 
listen around the bands, means retiring my Paragon temporary.
