[TOEC] Skimmer/Cluster in SAC?

My POV:
Allow cluster usage for everyone. More answers to our calls :-)
For scands it will probably not make a big difference to look at the cluster
today. Very few non-scands are CQ'n. Perhaps cluster usage could improve their
answer-rate slightly too, and in the end provide higher activity (I believe
most contesters like to RUN more than S&P).
