[TOEC] Pekka filter

Hi,

The TOEC Mailing list will stop e-mails from NOT subscribed users.
Every day several mails are stopped, and put in a queue that needs
manual attention by me or IMO Dan who are admins for the list.

When we see "known" e-mails coming from OH( Pekka, Pasi, Juha, Timo
etc), SM (Jonas, Fredrik, Torbjörn, Rune etc) we pass them on to the
list as soon as we see them.
