Mats et al,

I should like to throw in my supportive vote behind Mats's remark that 
violating power rules is a more serious offence in a contest than slipping 
into an off-limit  section of the band, intentionally or not.  

Considering the fact that an overwhelming majority of the participants 
in that contest just won't be there, this violation will most probably not 
yield much - whereas excess power will always give the offender an 
advantage wherever he/she appears!
