TopBand: CE3EEI

I worked CE3EEI, or at least a station giving that ID, on 11/20/95 at 0500Z.
I can find no record of this station in any callbook or call server.  Does
anyone know if this was really the work of "Topband Slim", or should I forge
on in attempting to get a QSL?
