TopBand: Intruders

These days some contributors have refered to outsiders on topband.
I would like to refer to the situation very often realized here in EU of a
local QSOs in the 1820-1830 segment.
This is legal for several countries in EU but unfair on the gentlements
agreement that this segment ought to be respected to search for DX. At the
same times normally these days the 1830-1840 segment is practically empty.
