TopBand: VP8/G4VFU

My QSL from VP8/G4VFU  was rejected by the arrl as "not land based".  I talked to Bill Moore at the dxcc desk and he said that they had written both G4VFU and his qsl manager, G0HXL, requesting documentation, but had not received any response.  My understanding was that on the date in question, April 25, 1998, he was land based.   Does anyone have any info or suggestions on this problem?
