TopBand: electric fence noise

Since we are on the subject of noise.  At K8MK we now have a noise source
(towards the NE...blah) that needs locating.  Characteristics are gradual
building from nothing to about S8 and slow decrease back to nothing. 
Reoccurs every few minutes, period appears to be random.  Any clues to
what this could be?
