W98ITU showed up on 1.820 around 0250 utc. I believe this
station is operating in conjunction with the ITU conference which gets underway October 12th through November 6th in Minneapolis, Mn. 
Does this station count as a DXCC country like 4U1UN and 4U1ITU?
