  WGUL-FM FINED $7,000 FOR VARIOUS TECHNICAL VIOLATIONS

  Radio Station WGUL-FM, Iverness, FL, has been fined $7,000
(after appeal) for the following technical violations:  (a)
radiating an excessive signal on 1909 kHz, (b) EAS monitoring
problem (lack of two input sources), (c) failing EAS testing
procedures and (d) unavailability of public inspection file.  
The station was initially fined $10,000 because it also allegedly
lacked equipment performance measurements within the required 
14 month window, but that charge was successfully challenged and
dropped, and the fine reduced by $3,000.  For details see:

(The station is WINV-AM, owned by WGUL-FM)

I read the text of the listed fcc document and can't determine just how
they were radiating on a non harmonic frequency, 1909, but the text implies
the emission was spurious, not harmonic.
