RA0FA has a nice listening capabilities.
I worked him with just 100 W and  200m
long wire @  4m above ground
in CQ WPX CW 1998.
Have been running a low power at 1200m
asl QTH.(SOSB 160m)
Don't know why he has not heard you Bill.  
May be just kind of propagation ?!?  (Condx down to JA and they
were complaining about QRN also...de W4ZV)
