Topband: Flag Antenna??

Gm All, I must confess that I seem to be living in a vaccuum, or maybe a
black hole, this season and am not hearing much on top band, but this
flag antenna has me intrigued. Would someone please inform me what this
critter is, or point me in the right direction to read about it myself.
I am always ready to try anything to enhance my hearing ability.
