You can consistently vary the direction but the final resultant will be the
average orientation of the wire. Once I used a curved beverage similar
to an arc of circle (some 15 degrees)  and it really worked along the
direction subtended by the arc like other beverages.
Concerning the question about the wire, what's the matter with velocity
factor ? Unless the wire distance from the ground is comparable with the
wire insulating thickness (and i don't think so....) you can consider the
wire as a bare one.
