Topband: unusual signals

In addition to the increasing number of fishnet buoys (10-15), last evening
a station was sending a raspy sounding "v" every 5 seconds at about 20 wpm
on 1839.0  It was there until sunrise So it must be west of here somewhere.
Does anyone know what this is?  The New Zealand GPS on 1817 +/-  was weak
this morning and Alice Springs on 2310 was very weak.  The only ham SIG
heard last night was W8JI  599++.
