Topband: A simple rule

I've been talking to Robin off line. I'm convinced!

No need for complications or a list. The rule........starting at 1800 
kHz every ten kHz up can be a problem in the USA (1810, 20, 30 etc), 
every 9 kHz up might be a problem in Europe (1818, 1827, 1836, etc). 

I know some areas are clear in different areas, but those are the 
potential problem spots.
