Tom W8JI and Greg, ZL3IX are correct. The Kp index just doesn't consistently
correlate that well with poor overall propagation conditions on 160. If the
Kp index is high it "could" mean unpredictable absorption or refraction of
high latitude path signals BUT depending on the takeoff angle of the
propagating 160 signal can skirt under the southward extended aurora oval
absorption zone or even skew around it like is seen regularly!
