Hello again,

I have had several questioning how the moon could have this effect.
The reflected energy(light, etc.) generated by the sun and reflected by the
full moon back on to the dark ionosphere causes a slight ionization of the F
layer.  There is not enough radiation to activate the E layer and its
resultant
absorption.
