Joe, you will be re-inventing the Ufer ground with your plan.  Ufer was an 
engineer who designed the Army WW II-vintage ammunition bunkers. He did 
this by having the re-bars all welded together for electrical 
continuity.  The soil moisture and the large surface of the concrete made 
excellent contact (buried concrete stays moist in moist soil) so there 
would be no sparking and explosions of ammo.   Polyphaser recommends this 
construction for tower foundations for better lightning suppression.

Surplus Sales has a big insulator you might try, check their list; I don't 
know how many sections you are planning to use or what the vertical 
download from your guying arrangement will be.
