Topband: Skew

I have been reading the thread regarding skew posted
by W7IUV. I wonder how much if any of the reported
skew is the result of the angle from which the signal
is arriving? Many, including myself have experienced
the case when a low dipole (angle almost straight up)
is the superior receiving antenna; particularly at
sunrise and sunset times. In the case of a directional
antenna, the directivity usually is at low angles
leaving high angle lobes thus opening the question; is
the apparent skew possibly due to a signal arriving at
a very high angle?
