Topband: Why no CW segment?

So what if those of us interested in CW were to encourage the League to
push the FCC for a Top Band Plan?  Any interest?

Ok, but the people at the ARRL are a totally different crew from the
'60s, aren't they?  I could understand an individual person or two
having such influence, but how could such an attitude continue through
so many changes of personnel?  What possible benefit does it provide to
the ARRL?
