In discussion with my Division Director, Tom, K1KI, he indicated:
"The ARRL didn't comment on the RM submitted by W4ZV and K1ZM. We normally do not comment on RM petitions unless they have to do with spectrum allocation issues.
I'm not sure what our comments will be on WT 04-140 related to the 160m proposal. From what I know of informal discussions on the ARRL Board, the opinions are divided - but we've never taken a vote.
I'm kinda amazed that the FCC decided not to act actually.
Comments are due by June 15th so people have eight weeks to contact ARRL Directors to let them know how they feel."

I realize that this is an uphill battle. But, it appears that the door is not completely closed. If enough
of us write our Division Directors and we can get the ARRL to support what the majority who submitted
comments on RM-10352 indicated, maybe some action is still possible.
While I'm certainly not a Top Gun on 160, it is my earnest desire to see that we can all operate
the various modes and enjoy the challenge that is so unique to Topband in peace and harmony.
It is up to us!
