NO!  don't do that.  ;-)   The barbed wire fence can act as an antenna
and
any corroded joints on the fence can cause problems with noise, intermod,
etc.

IMHO....
Buried, short radials will work.  Multiple grounding rods, spaced
apart by their length is good.  One foot rods are awfully short, but
several
of them, with individual feeds to the Beverage ground will be OK.
Having individual feeds is akin to "star" grounding ....single 
point grounding.  DO bury the individual grounding feeds right up to
the point where they must exit to connect to the Beverage termination.
(A single wire connected to all the leads at ground level and then
running to 
the termination is OK to use.)
