Looking at the circuit where the mod goes, more likely than electrostatic
discharge, a strong RF field getting into the radio probably destroys the
chip involved.

The mod consists of installing back-to-back diodes from the RF input of
the receiver to ground - not too difficult to do if you can manage
soldering surface mount components.  The space is already provided on the
PC board for the diodes (as though Icom originally designed them in, but
erroneously omitted them during manufacture).  

Icom does this "mod" gratis if you pay the shipping.

AES (and possibly other distributors) does this mod before they sell the
radio.
