This refers back to a thread concerning RST reports
much earlier this month.  I have fallen behind in my
reading.

Negative comments were made about stations giving 599
reports after having asked for repeats.  It can be a
perfectly logical thing to do in some cases. 
Sometimes this happens here in a pileup because the
desired station is QRMed initially by another S9
station that is zero beat, or nearly so, with the
station I am attempting to work.  Once the strong
undesired station shuts up so I can copy, there is no
reason for me not to give the desired station a 599,
even though there was difficulty copying him at first.
 

Then there are those who always give 599!  Why bother?
I do it too in contests because I know it is a logging
nuisance for most others if I don't, but I feel stupid
doing so when I can barely copy a station.  I wish we
could drop the meaningless RST exchanges from all
contests.

I am still checking out 160M every weekend, but I have
had no luck recently.  Any time I have found the noise
down a bit and felt encouraged, I have found the
propagation to be poor.
