         This has been reported previously on 80 and 40, but yours
is the first case I've heard of on 160.  Apparently the PRC
is using OTH radar which is creating the noise.  Brett VR2BG
has written extensively about this elsewhere and could probably
help with more info.  Sorry to hear of this on Topband.  I
have heard similar noise even going back to my Colorado days in
the 1980's but that noise was of short duration and appeared
to be an ionospheric sounder, making soundings with downward
stepping levels.  I also heard it when I first moved to NC in
1993 but have not heard it recently now that I think about it.
