Don't forget that of the 12% that is reflected, it is not beamed back
toward Earth.  It is scattered in all directions.  Only a small fraction
of that 12% hits the Earth.

Needless to say, I don't believe the phases of the moon has anything at
all to do with ionospheric propagation.
