The first thing I would find out is if the tubes are likely 
to really be bad.

What type of amplifier is it? What are the symptoms?

A tube can get corroded as can be and still work fine as 
long as there is an electrical connection on the pins. The 
connection to the cooler, with 2000 volts or more, is 
self-healing.

It would be a shame to send new 3CX800's all the way around 
the world (and I would run them first before shipping) just 
to find out he really needs a resistor.

..." due to corrosion two pins on one 3CX800A7 (3: cathode, 5: heater) are
broken and the anode on the other 3CX800A7 is broken. Unfortunately these
tubes cannot be used." 

So it really seems he could need 'an new pair' ...
