Also the same here in France, even this week end I heard one calling CQ on 
1852 KHz...!!!
So, if we can only call CQ  between 1825 and 1850 KHz, we can't answer NA 
stations calling CQ and JA can't answer us, funny...!!

So, leave the rules as they are, they are the same for everyone.
Do what you can, from where you are, with what you have and have fun!
