Topband: MR-11305 and RM-11306 Available for Commnent

Two Proposals for Rule Making relative to [spectrum regulation/deregulation] are now available for 
comment on the FCC EFCS web site.  RM-11305 was filed on behalf of the "Communications Think Tank" 
group and RM-11306 filed on behalf of ARRL.

They may be viewed at: http://www.fcc.gov/cgb/ecfs/.  You can navigate from there by clicking 
<search for comments> and entering the proceeding number in box #1 and then click on <proceeding> 
immediately above it.  This will take you to a second page in which you must enter the proceeding 
number and then click on <search for proceedings>.  Click on the RM number and then <view> to read 
the text of the filing.

IMHO either proposal will have a very serious impact upon TopBand operations in IARU Regions 1, 2, 
and 3 if adopted as proposed, as both appear to be contrary to the existing and proposed band plan's 
in all three regions

This is the first opportunity for TopBander's to "turn things around", from either proposal.  I 
strongly urge TopBander's in all three IARU regions to file comments.
