Hi.
My guess is France Info which runs 100kW on 1206kHz Medium Wave.

The system looks similar to the type used by the IBA for some of its MW
broadcast installations in the 70s/80s. They were cheaper to install
than a 4-tower array!
In such an array the tower is the driven element and the sloping wire
acts as a reflector.
