Topband: Are US Possession DX?

So why was it not listed in the proper category (VI Section) instead 
of not being listed? 

The rules are suspiciously silent on the status of US Possessions. 
However, multipliers are W/VE sections and US Virgin Islands is 
listed as a section (VI).  

The ARRL 10 Meter contest specifically defines KP2/KP4/etc. as 
DX.  

Frankly, Headquarters has their head where the sun doesn't shine 
- as usual with contest and DX activities these days.
