Hi Joe,

The difference in signal would be larger for a poor ground, 
less for a good ground. If the ground was perfectand 
conductor resistances zero  radiation resistance would be 
unimportant. If the system is very lossy FS is proportional 
to radiation resistance if determined by a standard method.
