Charles - like you, I could not get any response / action from the local
hydro guys until I mentioned the magic word :
'arcing' ...their collective ears perked-up and they were on it like a hawk.
I told them that at night I could see bluish-flashes coming from the top of
the pole ;-)

They fixed whatever the problem was the next day. I guess they had visions
of their pole catching fire / destroyed transformers etc....who knows.
