China has military ties with over 150 countries and  Military Attaches in 107

There's a couple practice issues however with this.  One is the  Chinese 
government isn't as well organized or stratified as others -- the  military, in 
particular, is a government onto itself and has very strong  commercial 
interests as welll - controlling companie's and even RF  spectrum.  They can and do 
act unilaterally at times without asking  permission from "the party" -- and we 
all know the "party" is not exactly a fun  bunch of people (and it's a large 
bunch).    Also, the number of  hams who would write, let alone 160 hams, would 
be very small.
 
A better approach would be to find some ham interested Chinese official if  
they exist. A Barry Goldwater of China so to speak (now that's scary!). Even  
just opening up a dialog with Chinese ham clubs (is there the equiv. of ARRL  
there?) ..
